The pattern is Twilio taking ownership of infrastructure it used to leave to customers. It provisions the SSL certificate rather than pointing at a CDN, updates geo permissions on live accounts rather than emailing a warning, and migrates Functions Classic itself rather than asking. Several entries are dated announcements of changes that land in September and October, so Twilio is also managing a queue of deadlines rather than shipping surprises.
The Event Streams entry says other regional IP ranges follow as they become available, and the legacy shared range gets a separate retirement notice, so more of these staged infrastructure migrations are the near-term cadence.
