It provisions the SSL certificate rather than pointing at a CDN, updates geo permissions on live accounts rather than emailing a warning, and migrates Functions Classic itself rather than asking. Several entries are dated announcements of changes that land in September and October, so Twilio is also managing a queue of deadlines rather than shipping surprises.
