The second is geographic completion — Brazil and Mexico both reached full PSTN replacement on the same day with national outbound calling and emergency services, which is the specific combination that lets a customer retire an incumbent carrier in a market rather than merely add coverage. The messaging changes point the same direction, with a message-sent callback firing at carrier handoff and the delivery-receipt window extended from 12 hours to 73.
