Surcharge estimation began on the Shipping Prices page, then spread to the order view, new shipment form, Pack & Go and the API v3 shipping-options endpoint - one capability pushed onto every surface merchants actually work in. API v3 is consistently where new capability appears first, with the panel following, and the duties-and-taxes calculator suggests the same logic being extended from domestic surcharges to cross-border landed cost.
