September's menu-persistence change comes from the same accessibility-compliance driver that has filled most of these digests all year, and net-new features continue to trace back to the German Development Project rather than a general product thesis. The monthly digest keeps shrinking toward a fix table plus one or two compliance-driven interface changes.
