A 3.0.16 release in February shows the previous major is still being maintained as well. What each release actually contains is not stated: every announcement is the same boilerplate paragraph pointing at an external changelog.

The GraphQL API is now the only API, and the deprecation of plan in favour of planConnection back in 2.7.0 shows the same consolidation happening inside it. Alongside that, the real-time surface keeps growing — SIRI Lite, extra calls, GTFS-RT support for new and replacement trips — while graph build memory consumption gets cut release over release. The 2.9.0 release being a Java version bump and nothing else suggests the API work has run its course.
With the REST removal done and the runtime moved to Java 25, the next release is more likely to concentrate on real-time data handling than on API surface.

The 4.1.0-M0 milestone in February preceding the 4.1.0 GA in April suggests a deliberate stabilisation process rather than a rolling release. Beyond that, any claim about direction would be invention — the substance lives behind the changelog links these announcements point to.
Expect the paired-release cadence to continue at roughly two-month intervals, with 4.0.x and 4.1.x cut together and 3.0.x receiving occasional maintenance. Nothing in these announcements supports a prediction about feature direction.
