Norming it nationally makes its scores comparable to dedicated benchmark assessments; shortening the ELA form and adding an on-demand Snapshot attacks the other constraint, which is that benchmark testing happens on a fixed calendar. Practice content and assessment are being knitted into one purchase rather than sold as separate products.
