Add business rules from a Rule mining report
Closes the loop on rule mining: report entries can now be turned into business rules in place, with naming, categorization, entitlement selection, and condition picking. The Governance module's read-side analytics are now feeding the write-side rule authoring directly—a meaningful step even while the feature remains in beta.
