The rest of the changelog is routine buildpack currency: Node.js, two JDK rounds, Composer 2.11, Python defaults and nginx 1.31.8 mainline. Python 3.11 is now deprecated.

A 3.16.0 GA is the likely next entry, given four candidates in about a week; whether query-cost leaves its feature flag in that release is not yet visible.
