The visible direction is structural cleanup rather than new monitoring coverage — separating framework-agnostic code from Spring-specific code is the kind of refactor a project does when it wants the core embeddable elsewhere. The internationalization work and Apache graduation blog point at a project investing in the things that widen a contributor base.
